Due to the way the tile foreground transparency system works, transparent tiles that occupy the same space but on multiple layers now cause extra artifact outlines when they are displayed.

Due to the way the tile foreground transparency system works, transparent tiles that occupy the same space but on multiple layers now cause extra artifact outlines when they are displayed.
Proposed solution is to remove all tiles that are duplicated in layer 2 and only leave the necessary ones to remove artifacts.
